No, it can't. Correct SEF URLs can only be built by Joomla router. With data currently available in API responses, you could build only non-SEF URLs like example.com/index.php?option=com_content&view=article&id=1. I don't know why SEF URLs are not provided by API in the first place. This greatly limits API's usefulness.
